What I've read is that when the temps are low, like the 21F shown on your dash, the DEF will start to freeze and expand setting off a sensor. Once the DEF's contracted back by turning back fully to liquid, the message goes away because the sensor is no longer tripped. Probably has to do with hot dry climate. The issue seems to be that the Blue DEF brand “calcifies” on the insides of the tank and coats the sensors and clogs the nozzle. He had his DEF system replaced (warranty) and has switched to Autozone and Walmart “house” brand DEF.
