Yura is already dead and replaced by Shabriri. You need to do Yura's quest to the point where he's at the Second Church of Marika in Altus, at which point he will die and drop the Nagakiba. There are a few spots he moves to for his quest line. Check if he left the sword at any location you can meet him.

Depends on how you wanna build the rest of your character. If you want higher physical damage, go keen and make DEX your main damage stat.
