Maxed out, it collects almost the whole screen with one tap. Not at level 4. You don’t have enough buildings to tap. I’m not even sure how you get IRS at level 4. Before the IRS we would accidentally spend donuts while collecting taxes if we were impatient, unless the donut spending confirmation option was checked.
