At level 15 you kind of need a lot of resources to get from 15-17 which you CAN do by gathering them but it does take time, however you won’t need to spend the $9.99 I personally didn’t want to spend another week on this game and with the $9.99 i brought the speedups and resources pack and finished it asap.I noticed it didnt pend when reached headquarters level 11 for 700 sb. Im on level 15 and I assume it would not pend. I noticed I didnt get pended for reaching headquarters level 11, and not sure if it will happen again when reaching headquarters level 16. The key word is level 18, most city builders I've tried have a level requirement of 20-22 which takes significantly more time. I wrote up a guide for doing it with the older terms of 60 days to hit level 22. I think doing it in 21 days would be possible though. I've seen it listed on freecash with a 30-day limit.
HQ Level 31 in Puzzles and Survival?! That would take forever. On my Swagbucks (UK) the offer for Puzzles and Survival is complete HQ level 18, which was quite easy and took me 9 days (I finished it yesterday). So I guess it depends on where OP is, aa for UK people Puzzles and Survival is a lot easier than Star Trek.
