That is the circuit you are losing power to. If the fuse is actually good you are likely losing the 12v from it to most of the things you mentioned.
PNW Guy. Put a meter on the battery and see if it's drawing current. If so, start disconnecting fuses one at a time. When the draw stops you've found the circuit that's causing the draw. Before doing the above, perform a complete charging system check. Check cables, grounds, look for corrosion, loose connections, etc..
