The important is to get the carbs starting to open at the timing specified when the arrow on #47 lines up with the roller on the carb (pick up timing). From that point and down in rpm, it is all about reducing timing to get correct idle rpm. Only two timing adjustments to be set: 1: Pick-up timing.

The screw is below the one that is the handle. The one with the handle is for idle adjustment. No you can do this with the prop on. You won't have to go up to full throttle about 2500-3000 rpms.
