Yes, I know you prefer controller and wouldn't consider this a viable long-term solution, but as process of elimination, see if it's an issue with your controller or the entire game. A standard hammer + 1 plank + 2 nails, as I'm sure you already know. Certain hammers can't be used to barricade, but any that can be used to unbarricade should work.
Cant barricade random windows. I have a hammer , more than enough nails and plank on me, and i have already barricaded 2 windows on the building but i can't seem. to put up planks on either the door or the 3 remaining windows. Blocking windows with cars should deny zombies entry through them. As long as the car is close enough to the wall they won't be able to path to the window. They may be able to crawl under cars but that's useless if they can't get up. Seems kinda dumb, myself and the zombies can just clip through the furniture in front of the windows / doors lol ...Did they nerf it or something? I can't seem to barricade windows anymore

Fun fact, you can also use 3 metal bars, a propane torch, and a welding mask to create a barricade with the same durability of a metal sheet but the added bonus of being able to shoot / look through it. You can also barricade both sides of doors and windows to double the strength. Metal sheet, propane torch and welder mask.

You can barricade both doors and windows from both sides, meaning a total of 8 plants. Definitely useful if you're expecting a zombie siege or something. I'd suggest unbarricading a window so you can get inside, and unbarricade the door.
