Estoc doesn't scale that great, so Lightning is always nice. Chaos (at max) will probably outclass that, but fire damage seems less useful in PVP to me. A dex build is really lame until you reach the higher levels. I recommend a dex/int build. You'll end up a spellsword. BSS scales with a B rating in Dex. Estoc scales with a C so if you're going based off scaling, BSS is better in the long run. Movesets are different though and you have to pick what you like the best. I think the BSS is one of the best weapons in the game period.
