I do think that Viltrumites pre-purge and pre Scourge virus probably weren't as strong on average as the ones we see in the comic/show timeline. It's sort of like how a normal human in theory can be as tough as a special forces soldier/martial arts master but very few humans actually attain that kind of physical conditioning and fighting skill.

Viltrumites can easily be killed by more powerful Viltrumites. For example, they love using their hands like axes with which to chop each other's heads off or disembowel each other.
