Yeah in this game they are functionally identical. In actual 5e DND though the big difference is crossbows need to be manually reloaded which takes up your bonus action. Whereas in this you can dual-wield hand crossbows and use the bonus action to fire the off-hand one.

Hand crossbows are the best weapons in 5e. They are working pretty similar as to how they work in 5e. If you swap out gloom stalker for BM fighter you can deal even more damage. Sounds like the thing to do if you want balanced gameplay is just ignore the existence of hand crossbows.
