Alright, so there are a few issues, some caused by modded tattoos/hair. I hadn't looked into which ones were base game or not yet. Loading up a game with all three DLC and 0 mods, it looks like the ideology hair and tattoos you pick are used when generating new pawns of that ideology and those newly generated pawns will always follow those rules (when possible), but using the styling station ...
