If you mean specifically the large backpack, survivor houses will usually have a zombie wearing one locked in one of the rooms. This is the best way to get it, since there's usually a few in any given town as opposed to driving out to some overrun military location or waiting until survivor zombies start spawning out in the open. 2. The base itself is located close to the southwest edge of the map, deep in the wilderness, very far from everything.
