I've meant it in general. Overhaul of magic, overhaul of combat, perk overhauls, or a total game overhaul - stuff that works together the best. Unleveled Skyrim is a bit meh. It's the kind of an overhaul I'd rather avoid, because it turns Skyrim into basically Gothic/Risen.
