I am playing on a boosted character and do not have the yellow Vindacaar portal/teleporter in Dalaran. I tried getting quests from Khadgar, but they led me to a dead end with a seemingly bugged quests. Pretty sure you get to skip all of that after a certain update. I would say you have to do it on one character to unlock it on alts, but judging from the fact that OP's there, it's likely you just get to go there at any level. Just like how the main war campaign in BfA doesn't seem to be rep-locked anymore.
