I believe you're talking about the three commendations called Tributes Taken, Secrets Stolen and Cargo Captured. Those three require you to turn in 480 pieces of each GH, MA and OoS to Reaper's. The commendation you need to get the Dawn Hunter set is the Plundered Prizes one, which does indeed require 600 items sold to Reaper's for full completion.
