IIRC there should be only 1-2 nanite nodes within the L-Cluster, and one more in the Scavenger Bot's system. You can only terraform the nanite worlds if the L-Cluster had the Tempest in it, and these planets have nothing to do with harvesting the nanite resource.

I just got an L Cluster with Gray and I didn’t even get any Barren World terraform anomalies. The only way I could actually inhabit the L Cluster would be habitats or ring worlds.
