With TTW you can get all SPECIALs to 10 with the help of a Lvl 30 perk "Almost Perfect" in Fallout 3 Broken Steel DLC, it increases all your SPECIALs to 9 that aren't already, and then you can just grab all the bobbleheads to increase them to 10.
