Checked the lower unit for water this evening,after leaving it in the barrel overnight,and,yesterday's testing and decarb. Lower unit is water free,gunk in barrel all from the decarb.

The thing pulled a 14' fiberglass skiff with two onboard at a good clip, (I'd guess about 18 mph or so with two big guys onboard). The impeller fins are straight when new, but they take a "set" from being bent over in the waterpump housing over time, normal, but not good. The impeller should be replaced every 2 years, or if you don't know it's age.

If you have the water level to the vent screw on the lower unit, then you are probably uncovering the exhaust port and making it easier for the engine to run, no back pressure from the exhaust being submerged. I purchased a brand new starter { pulley starter} from a Mercury dealer who now carry parts for the Gamefisher. The motor will not crank from the pulley starter. Its so tight that it has broken off two ropes. However the motor starts easily when the rope is attached to the fly wheel.Re: 89 gamefisher 15 hp no top end power, symptoms improve when choked applied. Rebuild the fuel pump for starters.
