Partisan with blue gem easily wins against base defence for phase 1, so I would think with hammer at least it's better even without the gem. Fang blows it out the water on phase 2 though, if you intend to melee. I'd recommend figuring out why you can't use the dps calc and/or doubt the output. Fang unless you get blue gem.
